The Federal Deposit Insurance Corporation ("FDIC") brought two enforcement proceedings against the Bank of Louisiana and three of its directors (collectively, the "Bank") for violating federal banking laws. At the close of each proceeding, the FDIC Board ("Board") issued a final order penalizing the Bank. In turn, the Bank petitioned this court for review of both orders pursuant to 12 U.S.C. § 1818 (h)(2), which vests "exclusive" jurisdiction to review final Board orders in the federal circuit courts.
