Petitioner seeks to review and have set aside a final order of the National Labor Relations Board. 1

The petitioner operates three refineries, one of which is at Emlenton, Pennsylvania. The Oil Chemical and Atomic Workers International Union and its predecessor has long been the certified collective bargaining representative of the Emlenton plant’s production and maintenance workers who are members of Local 11-481.
