I. Background

George Schuster (“Claimant”) was an employee of the Missouri Division of Employment Security (“Employer”). On October 17, 1991, Claimant was severely injured in an automobile accident arising in the course and scope of his employment. The following day he was transferred by ambulance to St. Louis University Medical Center and lapsed into a coma. Claimant was placed on life support and confined to the Intensive Care Unit.
