MEMORANDUM OPINION AND ORDER
SHADUR, Senior District Judge.
This is the third time that the litigants (or substantially all of the litigants) in this action have been before this Court (see also Case Nos. 91 C 1150 and 92 C 8112). This action itself was originally filed in the Circuit Court of Cook County and was then removed to this District Court as 92 C 8112.
