In this employment discrimination action, the United States Attorney General sued the Commonwealth of Pennsylvania, alleging that the Commonwealth of Pennsylvania has engaged in a “pattern or practice” of unlawful discrimination against females applying for employment as an entry level trooper with the Pennsylvania State Police, resulting in disparate impact in violation of Title VII of the Civil *546Rights Act of 1964.
