VINSON, Associate Justice.
This.is an appeal from a judgment of the District Court dismissing a petition for a mandamus to compel the Administrator of the Veterans’ Administration to pay the proceeds of a government life insurance policy into a veteran’s estate administered by the appellant.
It appears from the allegations of appellant’s amended pleadings that the *850Insurance Claims Council, a subordinate agency of the Veterans’ Administration, on more than one occasion approved his claim for the proceeds of an insurance policy issued to the veteran.
