This appeal grows out of an irreconcilable conflict between tbe views of tbe respective parties as to tbe powers, functions and duties of tbe Public Service Commission of Maryland, in tbe exercise of tbe control and supervision conferred upon it by tbe Legislature over tbe operation and management of public service corporations.
