Public service commissions were established in this state by chapter 429 of the Laws of 1907, to take effect J uly 1 of that year. The act was amended and revised by chapter 480 of the Laws of 1910, which took effect June 14, 1910. Section 69 of the act of 1907 as amended by the act of 1910 (Cons.
