This case arises under the Individuals with Disabilities Education Act (“IDEA”). On March 3, 2014, the plaintiff, Carol Morris, filed a complaint challenging a hearing officer’s decision to dismiss her case filed-on behalf of her son, J.J., as moot. See Compl. ¶ 1, ECF No. 1.
