On February 8, 2003, the Immigration and Naturalization Service 1 commenced removal proceedings against Petitioner Saad Zerrei, charging him with remaining in the United States for a time longer than permitted, and seeking his removal under § 237(a)(1)(B) of the Immigration and Naturalization Act, 8 U.S.C. § 1227(a)(1)(B).
