Respondent, the Colorado Department of Natural Resources (Department), seeks review of an order entered by the State Personnel Board (Board), which determined that the Department had failed to promote com*2plainant, Ahmad Bodaghi, because of his national origin and which awarded complainant full back pay and benefits and attorney fees. Because we conclude that the evidence was insufficient, as a matter of law, to sustain that determination, we reverse the Board’s order.
