This is an appeal from the district court’s grant of summary judgment to the Defen-dan1>-Appellee City of Aurora (“the City”) on Plaintiff-Appellant Ofelia Randle’s (“Ran-dle”) claims of employment discrimination under 42 U.S.C. § 2000e-2(a)(l) (“Title VII”) 1 as well as under 42 U.S.C. § 1983 2 and 42 U.S.C. § 1981. 3 In this appeal, we first review the district court’s ruling that the City neither maintained a custom of discriminatory employment practices nor granted sufficient authority to the City Manager, Finance Director and the Human Resources Director (collectively…
