This is a claim to recover damages for “ personal injuries and suffering prior to death ” sustained by the husband of claimant as a result of alleged negligent treatment rendered him by the State while he was a patient at Pilgrim State Hospital.

Upon an order of certification made by Hon. Samuel Dick-stein on January 30,1951, Abe Rosen, husband of claimant, was admitted to the hospital on February 1, 1951. The hospital records indicate that he had been totally blind for four years; that he was in a very depressed condition and constantly registered bitterness about somatic complaints all over…
