This is a motion for summary judgment by the fourth-party plaintiff, Fisher Governor Co., Inc. (Fisher), and a cross motion for summary judgment by the fourth-party defendant Liberty Mutual Insurance Company (Liberty) in an action for a declaratory judgment declaring that the comprehensive general liability policy issued by Liberty to Scovill Manufacturing Co.
