The appellant, veteran Sumner E. Flash, appeals a December 23, 1993, decision of the Board of Veterans’ Appeals (BVA or Board) denying (1) service connection for bilateral hearing loss and (2) an earlier effective date for an increased rating for a right-eye disability.
