This case came to us upon a pro se petition for a writ of mandamus. The petitioner, A. James Manchin, Secretary of State of West Virginia, seeks to compel the respondent, Chauncey H. Browning, Jr., Attorney General of West Virginia, to provide agreeable legal representation from the Attorney General’s office or to appoint a Special Assistant Attorney General to represent the petitioner in litigation in the federal courts.
