In this original proceeding the Secretary of State for the State of West Virginia [hereinafter “the Secretary”] seeks a writ *438of prohibition1 restraining the trial court from enforcing, in essence, two orders, the first enjoining the Secretary from disclosing to the public certain information about the employees of Southeastern Security & Investigations, Inc.
