This was a proceeding under an ordinance of the city of Allegheny to open Charles street, brought into the Court of Quarter Sessions by an appeal from the report of viewers appointed by the councils of the city to assess damages and appraise benefits to the owners of the property along the route of the street. On the 9th of October 1875, William B.
