The National Labor Relations Board (NLRB) petitions this court for enforcement of its order requiring the Young Women’s Christian Association of Metropolitan St. Louis (YWCA) to bargain with the Service Employees International Union (Union), the elected representative of YWCA’s Head Start employees.
