¶ 1. Developer Vermont North Properties (VNP) appeals from the trial court’s decision in favor of the Village of Derby Center in this declaratory judgment action. This dispute concerns VNP’s rights, if any, to water and sewer allocations from the systems managed by the Village in connection with a VNP construction project.
