This is an original proceeding in quo warranto brought to determine who is entitled to hold the office of Secretary of State of the State of Oregon. We took jurisdiction pursuant to amended Art VII, § 2, Constitution of Oregon, because of the public importance of the question and the necessity for its speedy final determination.
