This action arises out of a complaint that the Mayor and City Council of Baltimore, the Commissioner of the Baltimore City Police Department, and the Baltimore City Parking Authority (collectively, the “City”) filed against CSX Transportation, Inc., a Virginia corporation (“CSX”), and Southwest Rail Industries, Inc., a Texas corporation (“SRI”).
