CONNOR, District Judge.

On September 16, 1920, T. H. Harvell, in behalf of C. W. Harvell, presented his petition, duly verified, alleging that C. W. Harvell was imprisoned in the county jail of New Hanover county and restrained of his liberty—

“by a government agent from the Department of Justice; * * * that the cause of such imprisonment or restraint, according to the knowledge and *998belief of the petitioner, is under the Mann Act [Comp.
