The question that arises and requires our consideration and determination in this case, as stated by the Attorney General in his brief, is whether the law creating the state board of public affairs vested in it the power and authority to contract for and erect buildings for the board of agriculture acting as a board of regents of the state agricultural and mechanical college, and also to audit the accounts growing out of the exercise of such authority.
