The question for determination in this case is whether the commissioners of Oklahoma City, hy a motion receiving .the vote of four of the commissioners, can transfer the supervision and control of the police department and the city jail from the mayor. Oklahoma City has a commission form of government and is operated under a charter framed and adopted as provided hy section 3-a, art. 18, of the Constitution of the state.
