I. Introduction

This is a civil action brought by plaintiff, Standard Chlorine of Delaware, Inc. (“Standard”), against various individuals and companies which, according to Standard’s pleadings, engaged in a long-term scheme aimed at defrauding Standard of millions of dollars.
