In this appeal we are asked to resolve difficult state constitutional issues involving a three-way exchange of land between the State of Alaska, the United States *633Government and the Cook Inlet Region, Inc. (Cook), a regional corporation of Alaska Natives organized under the Alaska Native Claims Settlement Act of 1971.
