The appellants, who are inspectors and supervisors of the Water Resources Division of the Department of Natural Resources (DNR), appeal from an adverse decision of the Circuit Court of Kanawha County. The appellants claim that the circuit court erred in holding that a 1976 amendment to W.Va.Code, 20-6-5, which set a salary increase for the appellants’ counterparts in the Surface Mining Reclamation Division of the DNR could not be read to provide the same increase for the appellants.
