Scotts Bluff County v. Department of Social Services

The juvenile division of the county court determined that the Department of Social Services was financially responsible for the costs incurred while the subject juvenile, Aaron K., was in its custody and placed in detention. The department sought review of the county court’s decision by both a juvenile review panel and the district court.
