Plaintiffs, a civil rights organization and six black and Latino men, bring this civil rights case under the Civil Rights Act of 1871, 42 U.S.C. § 1983, the Fourth and Fourteenth Amendments to the United States Constitution, Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d et seq., and the Constitution and laws of the State of New York. In addition to money damages, they seek declaratory and in-junctive relief for themselves and on behalf of a class of similarly situated individuals.
