OPINION

WILLIAMS, Chief Justice.

In this petition for certiorari, the Narragansett Bay Commission (NBC) asks us to determine whether the Public Utilities *633Commission (commission) properly ordered the NBC to retain and compensate an independent auditor to oversee the administration of its multimillion-dollar combined sewer overflow abatement project (CSO project). The commission, acting on the recommendation of the Attorney General, found that an independent auditor would serve the public interest by monitoring the CSO project to ensure that it remain within budget.
