This case was heard on January 13, 1995 on plaintiffs motion for preliminary injunction. A temporary restraining order had been granted on December 20, 1994 and was continued by consent of the parties. After hearing on the motion for permanent injunction, the court found that the state had met the burden of proving that a nuisance existed at the lower unit of 3186 Glenwood, Toledo, Lucas County, Ohio, a property which defendants, Roland R.
