The facts of this case, briefly stated,are: The legislature of the state at the session of 1910 (Laws 1910, ch. 358) by joint resolution provided for the submission to the people for their ratification or rejection a constitutional amendment, which is as follows: ‘ ‘ Section 153. The judges of the circuit and chancery courts shall be elected by the people in a manner and at a time to be provided by the legislature and the judges shall hold their office for a term of four years.” The amendment was adopted by the' people and inserted…
