On the 5th day of August, 1922, certain citizens, called sponsors, filed in the office of the secretary of state an assembled petition, consisting of numerous separate petitions, under chapter 159, Laws of 1916, known as the Initiative and Referendum Amendment, which petitions purport on their face to contain the signatures of more than seven thousand five hundred qualified electors of the state of Mississippi, asking for an election to initiate under said amendment a measure proposing a change in the compensation of the state revenue agent.
