Appellee Tiber Island Condominium, which is located between 4th and 6th and M and N Streets, S.W., is organized under the District of Columbia’s Horizontal Property Act. D.C.Code 1973, § 5-901 et seq. Appellants James and Kathleen Owens own a condominium unit in Tiber Island and are, therefore, subject to Tiber Island’s Bylaws.
