MANSFIELD, Circuit Judge:

In these consolidated actions in the District Court for the Southern District of New York arising out of a collision on August 1, 1976, between a barge being towed by tugs and the leaf of an overhanging bridge owned by the State of Connecticut (the State), in which the parties seek exoneration from liability and indemnity, the State appeals from a judgment entered on December 5,1978, by Judge Constance Baker Motley allocating liability between the owners of the Tug Diana L.
