Corporal Eunita Stevens, a City of Savannah police officer, was injured in a motor vehicle collision while driving her Toyota Corolla to work on the morning of November 30, 1999. Stevens, who was a block away from her precinct, was in uniform, armed, and carrying her radio. Contending that her injuries arose out of and in the course of her employment, Stevens filed a workers’ compensation claim against her employer/self-insurer, the 'City of Savannah Police Department (“Department”) and the Mayor and Aldermen of the City of Savannah (“the City”).
