McLAUGHLIN, District Judge.

The United States of America brought suit through its enforcement powers against Nobel Learning Communities, Inc. (“NLC”), a private, for-profit corporation that operates a charter school network. The United States claims that NLC is engaged in discriminatory practices in violation of the Americans with Disabilities Act (“Title III” or “ADA”) and its implementing regulations. It alleges that NLC discriminated and will continue to discriminate against children with disabilities and their families by failing to enroll or by disenrolling from its schools…
