This is an original action in this court by Cragin Smith, county assessor of Oklahoma county, Okla., against the board of county commissioners of Oklahoma county and the members thereof individually, for a writ of mandamus commanding and directing the board of county commissioners of said county, and the members thereof, to make a further and supplemental appropriation out of the unencumbered surplus revenue on hand for the present fiscal year to provide said county assessor the sum of $2,500 for travel expenses and the sum of $2,500 for supplies, in order to enable the county assessor to…
