Angela Tookes, the plaintiff in this civil case, seeks damages for assault and battery, false imprisonment, and negligent-training-and-supervision under the Federal Tort Claims Act (“FTCA”), resulting from an incident involving members of the United States Marshals Services (“Marshals Services”) on January 21, 2003.
