DOYLE, Judge.

This is an appeal by Daniel G. Olbrish (Licensee) from an order of the Court of Common Pleas of Westmoreland County which upheld the suspension of Licensee’s operating privileges for refusing to submit to chemical testing in accordance with Section 1547 of the Vehicle Code, 75 Pa.C.S. § 1547.

The trial court made the following pertinent findings. Licensee, who had been driving his car in an erratic manner, was stopped by Forward Township Police Officer Arthur Dubinsky on April 12, 1991, at 3:10 a.m. The officer administered field sobriety tests which Licensee failed. He was then…
