MEMORANDUM OPINION AND ORDER
DAVIDSON, District Judge.
Invoking this court’s federal question and civil rights subject matter jurisdiction pursuant to 28 U.S.C. §§ 1331 and 1343 and 42 U.S.C. § 1973j(f), the eight named individual plaintiffs and two organizational plaintiffs brought this voting rights action individually and on behalf of two plaintiff classes which have previously been certified in this action as: (1) all black citizens of Mississippi who are eligible to vote but are not registered to vote, and (2) all black registered voters in Mississippi.
