In Schaumburg v. Citizens for a Better Environment, 444 U. S. 620 (1980), this Court, with one dissenting vote, concluded that a municipal ordinance prohibiting the solicitation of contributions by a charitable organization that did not use at least 75% of its receipts for “charitable purposes” was unconstitutionally overbroad in violation of the First and Fourteenth Amendments.
