ROVNER, Circuit Judge.

The Illinois Department of Transportation (“IDOT” or the “Department”) fired Thomas Abner for engaging in disruptive conduct. After exhausting his state administrative remedies, Abner filed this Title VII action contending that he was actually discharged in retaliation for a charge of racial discrimination he had filed against the Department some years earlier. The district court dismissed the suit, concluding that Abner’s claim of retaliation was precluded by a state court’s determination, on administrative review of Abner’s termination, that his discharge was supported…
