Petitioner is a 32-year-old former heroin addict who has been treated under the methadone maintenance treatment program since 1968. Admittedly, his progress has been remarkable. Addicted at age 15, he suffered all of the maladies incident to that affliction, including a series of arrests for drug or drug-related offenses. He has tried detoxification programs in State and Federal facilities over 20 times *53and undertaken various other counseling and rehabilitative services, all without success.
