In this CPLR article 78 proceeding petitioner seeks to annul Wyoming County’s rejection of its public bid for the administration and operation of the dietary department of the Wyoming County Community Hospital and Skilled Nursing Facility and to compel the county to award the contract to it as the lowest responsible bidder.
