The petitioner was appointed in February, 1945, to be a regular elementary school teacher in the public school system of the City of New York. She had previously taught for three years in a private school.

The salary schedule of the board of education provided that public school teachers should receive a minimum salary when first employed, and annual increments for each additional year of teaching. The schedules also provided that a teacher with certain outside teacher experience could get credit for such outside experience, and thereby could start at the salary level of those who had been…
