SCHEINDLIN, District Judge.

This is a class action challenging the manner in which New York City and State agencies have reduced home care services for Medicaid recipients. The individually named Plaintiffs are five recipients of home care services, each of whom received notice that the level of services he or she received was being reduced. The defendants are the Acting Commissioner of the New York State Department of Social Services (“State Defendant”) and the Administrator of the New York City Human Resources Administration (“City Defendant”).
