Plaintiff Roger Haines filed suit against Defendants Federal Motor Carrier Safety Administration (the “FMCSA”) — an agency within the United States Department of Transportation (“DOT”) — and FMCSA agents T.F. Scott Darling III, Darin Jones, and Anne S. Ferro (collectively, “Defendants”).
