In June, 1934, two examiners of the .department of insurance reported to the commissioner of insurance for the State of Michigan that a partial examination of the books and records of the Lapeer 'Farmers’- Mutual Fire Insurance Association, hereinafter referred to as the association, revealed that the business of 'that company was being conducted improperly. They recommended a thorough reorganization. A similar report was made in June, 1935.
